The idea of a Flea Market could, at the very least, be considered as a way to bring people together. It could be something to do in Deltona, a sort of social event whether you buy or not. It could be a chance for locals to make a dollar or at least help pay for their hobby or craft materials.

Location and other requirements could be worked out I'm sure, so it would not look like something that was just set up on the roadside.

If Flea, Farmers or Open Air Markets are popular in other cities, can be well-organized and maintained, then why not give the same thing here in Deltona a chance?
