CHARLIE VANCE is a friend, campaign worker for and political contributor to Mayor Dennis Mulder.  Vance's wife, Jayne Vance, is a business partner with Mayor Dennis Mulder and his wife Heather, with whom she made a controversial purchase of Deltona park land from Charlie Vance's soccer club.

The park land, purportedly owed to the City by Vance's soccer club in return for their use of the City's Dewey O. Boster Sports Complex, is now planned for what Mayor Mulder calls a "learn-as-you-go" residential development project.

Mayor Mulder has since voted to waive or reduce fees for Charlie Vance's soccer club's use of the concession stand at the Dewey O. Boster Sports Complex.
