I attended the above mentioned meeting to keep abreast of the Water concerns facing S.W. Volusia both now and in the future. What I heard didn’t surprised me.  This talk has been going on for years without any concrete progress even after the 100‘s of thousands spent on studies.

 

I will attempt to lay out a few of the real concerns that everyone of us should be thinking about NOW,  (Not in the future)  because our elected leaders will be making some monumental decisions in the next few months which could possibly raise citizens' water rates by as much as 350% - 700%.  (That’s not a typo)  700% water increases could happen and probably will without the combined study and input from the residents of the parties involved.  (If your paying  $26.00 per month that means your rate could go to between $91.00 - $182.00 per month and that’s without the sewer charges added on.)

 

Why is this happening now?

The St. Johns River Water Management District (SJRWMD) has established a set of conditions that each city must meet before they will approve any additional withdrawal of water from the ground.  They are requiring each water supplier to plan on using water from other sources and not to take additional water from the aquifer.  In fact, they want reductions from our present pumping today.  These requirements are a result of actions from our State and spelled out in part by Senate Bill #444.

 

Are we running out of water?

The SJRWMD has set  minimum flows levels for  Blue Springs in  Orange City (currently 134 -157 cu. ft. per second (cfs)). There is also a desired level that has to be maintained.

 

Why?

Primarily to provide and protect the habitat for Manatees. 

 

In the handout we received at the meeting it stated that West Volusia Utilities must reduce pumping to approx.  1978 levels.  That results in reducing pumping by 30 Million Gallon per day (mgd).

 

 

SJRWMD concludes that the alternative supplies must be obtained to replace the groundwater reductions needed.

 

They say the need for cold water refuge for the Manatees (Their numbers are increasing) is seasonal but the surface water solutions are constant and permanent and the costs must be accepted.  They say conservation cannot meet the needs even with expanded reclaimed water actions

 

SJRWMD concluded the only way to achieve the desired results are alternative water supplies.  (That’s the 350 - 700% increases)

 

What are the costs to rate payers for surface water?

St John’s water Plant est. cost 300 - 500 million.

 

What are costs for Ocean withdrawal?

Coquina Coast Plant could cost 1 Billion.

 

 

These are but a few of the concerns each of us will face in the coming months.  The actions by each city/county must be monitored closely because of the high cost to our residents as outlined in the comments above.

I must add that the Mayors of Debary, Deland and Orange City all attended with Chairman Frank Bruno of the County Council and many other of our elected officials.  Deltona’s Mayor and Vice Mayor were not in attendance and their absence was noted by many whom I spoke with after the meeting. (Commissioners Treusch, Denizac, Deyette, and McFall-Conte from Deltona did attend).

Where are we now?

More ramblings by a member of the Parade of unelected officials

 

Working together the last few weeks we have been able to gain the attention of some of the members of the commission.  No action or change, but they did notice us and even commented that an effort to prolong the meetings was a set up.  We know it’s NOT TRUE!  As residents of our wonderful city we should let our elected officials know our feelings on issues.  But as one commissioner said:  I hear from many more members of my church, e-mails (10-12) and friends coming to my house on this issue and that’s why I am voting this way.  (I guess we have to join the correct church or make social calls on the commissioner to get them to listen to us).

 

This is the mantra of some of the commission.  They should be recognizing that they are becoming more and more a commission filled with their own frustration and immaturity in their decision making. They vote the wishes of their friends and supporters, forgetting the wishes of the residents who appear before them with concerns.  The current chaos will only lead to more chaos!  We’re seeing it played out almost daily in Deltona.    The BRAIN drain, as I call it, continues  and for everyone who leaves our city there are 4 or 5 possibly looking.

 

This is the same four (4) commissioners who suggest we now trust them that they can provide you with a first rate CITY POLICE DEPT.  The word chaos just isn’t strong enough.  Dangerous is the real word.  How can they play with the safety of 90,000 residents?  They can’t and we can’t let them. Yes, they can bring in EXPERTS to advise them, but as soon as they offer their expertise in an area  and that advice isn’t in  keeping with the wishes of the (4) commissioners that person is destined to fail and the door will be opened for a replacement.

 

We almost got the vice mayor to consider his vote on the binding referendum on the City Police , but it only took the Mayor seconds to rein him back in. 

 

Leadership is a skill not easily learned and seldom acquired in this type of forum.  You must be able to listen to all the people and base your decisions on facts, not the whims of a few close supporters.

 

Someone posted on the internet that I didn’t go far enough in a past letter chastising each of you to take responsibility for the current state of our City.  I’m taking that advice now!

 

WAKE UP DELTONA

 

This is your city to save and it won’t happen without the combined efforts of all of us. If you haven’t made a call, written a letter, sent an e-mail or attended a commission meeting, now is the time.  Those of you who have can help your friends and show them the way.  It can be very intimidating your first time standing up for your City.  Together we can bring a sense of calm to our dedicated employees and return to a  place “ I’m Proud To Be A Part Of It,” as the motto states.  No more sitting and waiting for someone else to do it.  No more reading about it in the paper.  Stand up for your City and demand a change in the way things are going.

 

Things to think about!

 

Do we need an increase in storm water assessments? Do we need increases in street lighting districts and solid waste collections?  What are the projected costs next year?  Is it time to tighten our belts a little?  Deltona’s been around over 40 years and this may not be the time to look for more to do.  The prior commissions were criticized for paying cash as we made improvements.   It sure served us well and could today.  With the tax and economy issues facing each family maybe we should take a breather and do as all families should - spend only what we have and live within our means.  Give the taxpayer a break and just say “NO NEW TAXES”. 

 

I can’t end this letter without saying one more time:  Don’t be fooled by the 4 on the commission who think they can educate the public on the merits of the CITY POLICE DEPT.    The vote in November could be a (fill in the blanks for yourself).

Deltona's First Mayor Calls Citizens to Action

 

 

Over the last several weeks I’ve had a chance to speak to a number of residents and even employees working with our city. Many of them thanked me for getting involved again with our city.  This may not be so much their endorsement of me but I really feel they hope that someone can come to the aid of our City.  We all need to help!

 

 

I’ve spoken at two meetings and I feel that my words have fallen on deaf ears.  As I stated in an earlier letter, they (the Commission) listen but provide no feedback or even acknowledge the speakers' comments.  They say this is their policy.  How can we have participatory Government if our Elected Officials won’t engage in a meaningful dialogue?  Those of you who know me know that it’s not often that I am at a loss for words.  I just don’t know how to reach these people.  I’ve come to the conclusion that only if each of you in vast numbers start calling, writing, e-mailing and encouraging your friends and family to join us will it have any effect.  You also have to attend these meetings to see first hand the workings of your City.

  

At the Monday,  7-21-08 Budget Workshop, an overview presented to the commission by staff raised only a few question by commissioners.

 

Ms. McFall-Conte had a list of items that she wanted to propose as possible areas to cut the budget but before she could get very far in her comments another commissioner complained that she was asking to take some travel money from him.  Even though that was not what she was proposing, this commissioner went so far as to offer to give up his seat on several committees county wide if he lost the travel reimbursements, stating he wouldn’t be making any money at all if he lost the travel money!  SO MUCH FOR PUBLIC SERVICE.   After that exchange not much else was said but to talk to the City Manager if any commissioner had any ideas.  Again residents at the meeting were shut out of knowing what was in the minds of the commissioners if anything!

 

There also was a disagreement with the Volusia County Sheriff's Office on just how they were to cut their budget.  As the Capt. explained, his options were limited to reducing officers on the street - which he was asked to do.  City staff disagreed that was what was told to VCSO.  Never did get an answer to this because Mayor Mulder said he didn’t want to discuss meetings  between staff and sheriff dept.   I sure would have liked to have known just who told the Sheriff dept to cut deputies. No one pushed the issue and it also died.  NO ANSWER. 

 

Now concerning our regular Monday (7-21-08)  night commission meeting.  All the items on the agenda concerning the November ballot were approved with the same reminder that any changes commissioners wanted to make they could contact staff with their ideas. Again we will not know what each commissioner had to say because it was not at a public meeting.  Staff will adjust the wording and present to the full commission at the Aug. 4th meeting.  Everyone has to attend and speak your mind at this meeting.

 

Here are just a few of the matters that will be on the agenda 8-4-2008, or it will be your last chance to ask for changes:

1.  All Charter changes and the language they will use on the ballot + the thousands of dollars they plan on spending to educate you on the issues.

 

2. Extension of their term limits for 1 year - This could easily be placed on the ballot but they instead chose to do it by resolution.  It could be overturned if you believe that they should ask the voters.  Everyone must speak up if you think they should not have the extra year they just voted for. That should be placed on the ballot for the people to decide.

 

3. City Police Dept. vs. Sheriff providing service.  They plan on having a BINDING vote on this issue on the November election ballot.  This means that no matter the cost or impact to your safety upon approval of this question the commission (who I have said time and again is Broken) will have to start up its own Police Dept.  A city that can’t keep department heads now is asking to take on the most serious and highly professional department a city government can operate.   This should be a straw vote if anything and then when the city fixes its other areas of concern it could be looked at again.  If this passes as a BINDING referendum it wouldn’t surprise me if the  VCSO immediately starts to take actions to downsize their staff and we, the residents of Deltona, will be asked to rely on the actions of our commission without the experience to take on this critical public safety issue.  Our lives and property protection will be at risk.

 

4.   Discussion of a possible 10%  tax increase on water rates for all residents.

 

5.  Stormwater Utility assessed cost increase - Proposed 27% hike this year.

 

These are just a few of the goings on in our wonderful CITY.

What’s Next For Our City

  

Several thoughts have entered my mind since I first decided to enter into the current political affairs here in our wonderful city.

 

First - It sure is a different position for me. Sitting on the sidelines and hoping that someone on the commission will listen to my opinions. I try to remind myself that the current elected officials have the power to change my quality of life at any meeting and any remarks I make may fall on some deaf ears.  I also had the idea that if I was respectful and stated my case in clear terms with facts and support from others I could make a difference.

 

After only (1) one commission meeting and (1) one workshop I became aware of the frustration of all the others who have appeared before this commission in the last few years only to leave as I did, frustrated and without an answer or even a comment about what I (or they) felt was important enough to prepare and present to them.

 

The Commission meeting:

I spoke out and asked that my open letter to all Deltona residents be made a part of the record and briefly summarized the contents.

No comment from the Mayor or other members of the commission!

(That’s their policy) The crowd applauded and I sat down!  Many others spoke out concerning topics of concern to them and over 90% spoke concerning the proposed City police dept.  Again the commission listened respectfully, but made no comments. (Policy)

After 1 commissioner made a statement about the sheriff dept that I won’t repeat because it was so disappointing and unfair to these brave defenders of each of us I still had hope that someone would address what many had to say.  Our answer was a workshop to prepare the wording for the placement of the Police Dept on the November ballot.   The 90+%  who spoke out with valid concerns and comments were mostly ignored.  What can we do now?

 

The Workshop

Although not as many attended (weather, frustration) there was still a large number of residents there to voice their concerns.  I again spoke to the commission. They listened to my statement that their actions (to have a BINDING vote) could place the entire 90,000+ residents at great risk without all the information needed to vote on this matter in a BINDING referendum.

 

Most commissioners listened to residents on both sides of the issue respectfully. One commissioner at one point covered her ears and put her head down and a former commissioner ,who was speaking at the time, had to ask her to lift her head and listen to him.  I found her actions disgraceful and uncalled for.  In the end the commission did as expected and passed the question on to staff for final wording and possible placement on the November ballot.  Very little discussion on the facts and comments from the residents were considered.  Without open discussion, serious fact finding and the involvement of our residents I fear the results of that BINDING referendum could be the very “straw that broke the camels back“.  In this case the back of the tax payers of our City.

 

As I write this tonight,  I found out today that,  another department director has left our City. (Ms. Patty Evans - Parks & Recreation) 

Do any of you feel that we have the necessary talent or structure in place to take on the responsibility of one of the most involved and important departments in any City?

An Open Letter to the Residents of Deltona

 To sin by silence when one should protest makes cowards out of men”

That quote has had a place on my desk at home for many years and also shared a place in my office as Mayor from 1995 thru 2005.   I have been asked repeatedly over the last few years to speak up and share my views on the goings on in our wonderful City.  The very quote which inspired me to become involved in the City I truly love and have spent over forty years trying to make better is again reminding me to get involved.

 

I have stayed in the background for far too long.  My reasoning was that I felt that the new Commission would find their own way and in time work together on the matters that affect the residents of Deltona.  Some felt change was in order and some felt that the previous commissions were unresponsive to the residents. Even the insults hurled by some individuals at the prior commissioners, other elected officials, high ranking members of our County, members of our educational system and our business community were a surprise but, being politically correct kept many, myself included, from answering many of the charges and personal attacks.

 

As a 40+ year resident and former Mayor I have a responsibility to become more involved and live up to the quote at the start of this letter.  It became clear that I have not followed a basic belief that I have so proudly tried to live up to over the years. That is over!

 

This commission is about to make several changes that could in my humble opinion destroy the very dream many had when we incorporated Deltona.  The sheer whims, political paybacks and lack of good thoughtful debate and actions of some cannot stand in the way of the safety of 90,000 residents.

 

I do not want to attack any one individual and will offer any help I can give in making Deltona a better place to live and raise your family or live out the balance of your days.  I’m committed to make Deltona a place that all residents will again say “I’m Proud to be a part of it”.   Many today scoff at that idea even though it‘s on our City seal.

 

Many things need the attention of our commission and the ones I will point out below are ones that take serious debate and thoughtful deliberation by a commission working together now.  The current commission is BROKEN and I pledge to help however and whenever I can to heal this condition

 

I.  Employee morale and clear direction to staff by a united Commission. 

The employees I’ve talked to have a “keep your head low and keep your mouth shut” mentality. Constant fear of losing your position and the flight of top notch staff will bring down any organization.

The City Attorney, City Manager, Department heads all leaving some only after a few days. Something is terribly wrong in our City.  Today (July 4th) I read in the paper that another Dept. Head has lost her job.  This steady drain on talent is deplorable and has to stop now.  It is costly to train, update and reorganize the workforce on a almost monthly basis.

 

2. Starting a Police Department is an issue that perhaps the commission should look at, but, how did they go about it?    

The comments leading up to the request for a study and the attacks and predetermined outcomes stated were uncalled for and hurtful to the many who currently bravely serve our City.  I just spent several hours looking over the draft report from the consultants and find it totally lacking as a means of making a decision on in-house police protection. They repeatedly praise the Sheriff Department and then even suggest that the contract could be modified and serve Deltona’s other interests well.  No where in the study could I find a defect in the current operations. (Control seems to be the factor guiding this issue. My biggest fear is who will control the Police Department.)   Also, the costs are spelled out and are lower than the other cities used for comparison in their work product.  Another curious part of the study is the constant reminders by Willdan Homeland Solutions of their ability to continue to provide additional services to our City should we be in need of going further with this project.  In ten years as Mayor I never have seen such blatant advertising in a draft report.  Interesting?

Is this the time, with the current cost cutting others are planning for to make this move?  Let’s fix what’s broken in all other departments before we take on this huge task.

 

3. Public Safety Complex needs and location.   

I firmly support the needs for this facility and it was a topic discussed long ago.  I find it curious that when the property on the North side of Howland was under contract, the contract was cancelled for a site across the street that clearly would (or could) be a good fit. The problem though is again, as so many times happens with this commission, that information is lacking.  One of the commissioners with expertise in land and real estate tore apart the original contract (north side land) but stood mute on the contract with the other Group. I wonder why?   Even the developer stated that without Deltona’s part in the plan he felt the project would not become a reality.   Clearly something is wrong when a developer needs the city to be the anchor in his development.  What might be the cost, if once starting this project the developer cannot fulfill his part of the agreement?  Let’s purchase the land needed and build this facility. Let the developer stand on his own or offer a portion of the land to the City at a fair price if this is the best location.  The current contract with this firm seems very one sided as it stands now.  Most of the development will be on the backs of the Deltona residents and the profits will be the developers.

 

4.  The Charter Review and extension of Commissioners terms. 

Our current Charter is very clear on term limits.  The attempt to add a year to terms without the approval of the residents seems to overlook the intent of the framers of this document and may be unlawful.  The supervisor of election needs support in the time period between the primary and general election.  This is what the commission should address by ordinance. If it’s a question of saving the costs of odd year elections put the question on the ballot in this fall’s election and see what the people decide.  Let the electors grant the extension if they feel that this commission deserves.  One term of four years of this commission may be all that many can accept.

 

Other Charter changes proposed by the CRC needs close examination and thorough discussion.  Once the Commission has made their decision on the items to be placed on the ballot it will be the responsibility of each voter to study the issue and make their choice know by their vote.

 

This commission has all the tools to do the jobs they were elected to do.  What some may lack in experience they can make up for in their serious study of the issues. 

 

When watching the cable station I find it very interesting to see three commissioners saying very little and at most times nothing on many an issue and then voting strongly for that same issue.  It does make a viewer wonder their reasoning.   Why won’t they share their opinion with us, or is it true that they are being told what their opinion is?  I truly hope not but, am forced to wonder because of the lack of interaction and discussion by some of the group.

 

I stand ready to help in any way I can and will start asking the questions needed to bring about the debate needed.  I can only hope that it will raise awareness in some commissioners to speak up and share their reasoning for their actions on these and many other important issues. 

 

In the months ahead we will be experiencing financial concerns that others cities have started to address and Deltona should not be left behind is these discussions!  We need to be interacting with our neighbors and sharing ideas about the future of S.W. Volusia and how together we can cut costs and work together.  We need a commission involved individually and collectively with the residents.  There is a certain degree of arrogance in believing that you have all the answers.  The lives of over 90,000 residents expect and deserve better.

  

Martin Luther King, Jr. once said, “He who accepts evil without protesting against it is really cooperating with it.

 

These comments are meant to encourage discussion and debate.
